The PlayStation Plus member does not need to be logged in on the PS4 for other users to play online. Once you log in to your PS4 with the PSN ID that contains your PS3 characters’ progress, you will be able to access GTA Online and transfer your character. Please note that you will only be able to play the migrated character on your original PSN ID. Also, be sure to confirm that the PSN ID with a PlayStation Plus subscription has your console set as the “Primary PS4”."
